Economists at Becker Friedman Institute at the University of Chicago have a draft rent adjustment agreement that could be used by landlords and tenants on an agreed upon freeze on rental payments.
With increasing pressures to pay rent there have been calls to institute a rent freeze. The authors make a case for an agreement for a portion of the rent to be deferred and paid in installments and a portion to be forgiven.
Another model that I propose is that the government offers rent vouchers to help tenants pay a fixed portion of the rent with the rest forgiven by the landlord. Some kind of property tax relief along the lines of the 4D program could help provide some relief to landlords who also have to make their own mortgage and other costs.
